There are 2 projection models available that are:
1. Using the RMC Estimate
2. Using the historical data
This article will cover the basic information of these 2 projection models available in CareControl.
I. Revenue Projection with RMC Estimate
A. Overview

This report is designed for Agencies that are:

Just onboarded to CC4 with not enough historical data to use average cost of care model, OR
-
Who wants to use current RMRC assigned to estimate the fiscal total payments in a few quick steps

Projection is for AP contracts only, including Stage 1, C2AP, C3AP, CAPP, and similar contracts from Federal, County and City Funders following the same CDSS guidelines.

Projection will use RMRC rates assigned for each care schedule in the user selected month to estimate the month amount, and apply the amount to the rest of the months in the fiscal year, with exception of school (S) schedule and normal (N) (ie vacation or non-school) schedule difference (detail in below)

This is because the active child might not be certified for the whole year yet, as a result of needs end date or recert date.
a. In most scenarios, the child will have continuous care -
Children aging out, or time out/in are not considered in this method.
a. We will add this consideration in the future -
If the child has termination effective date, the estimate will stop at month prior. Example:
a. Child is terminated effective on 10/15/22 the base month is selected as Sept, the care amount will only be estimated for Sept, not Oct and after
b.Child is terminated effective on 10/15/22, the base month is selected as Oct, the care amount will be estimated for Oct as whole month, but not Nov and after -
If the child has 2 care schedules in the month selected, use the last care in the month to assess

School period is defined by user when running the report, default vacation months are July and August, the others will default to school period

User will select the base month for estimate, the prior months will use actual payments
B. Estimate Rules

Use selected the RMC in Authorization.

The estimate doesn't include LOA (Leave of absence aka limited term service leave)

Single rate estimate formula:
a. Monthly rate: use the rate amount directly
b. Weekly: Monthly amount = weekly rate x 4.33
c. Hourly: Monthly amount = (week hours x hourly rate) x 4.33
d. Daily: This almost never happens because of the 14 rule. If it is manually assigned, Monthly amount = (week days x daily rate) x 4.33 -
Dual rate estimate formula:
a. Variable Schedule FT max hour: Use FT RMC
b. School Schedule PT and Vacation schedule FT:-
Calculate both rates for each month

Use percentage of user defined percentage to get summary: Month amount = Vacation amount x Vacation percentage + School amount x (1-vacation percentage)

Estimate Family Fee Amount: Check the RMC assigned for the care

If the RMC is only one category for both school and vacation schedule, use the current month assigned family fee category for the rest of the year

If the RMC has PT for school schedule and FT for vacation schedule, then FT for month with vacation percentage > 0% and PT for month with vacation percentage = 0%

II. Revenue Projection with Historical Data
Historical data is updated by a nightly system job to the designated revenue projection tables to support the analysis. Historical data will always be 1 day behind.
A. Projection Model
Monthly Projection Amount = Projected Child Count x Average Cost per Child x Claiming Ratio
CC4 will provide the historical data as-is. Agencies will need to apply additional adjustment parameters based on their internal process.
B. Projected Child Count Monthly and Claiming Ratio
- Active children with care in the service month, previous service month, and next service months
- Claiming ratio - Monthly Actual Active Child Details
- New Enrollment and Attrition data are available using:
a. Monthly Actual Active Child Summary
b. Stage 2 Timing Out
C. Average Cost per Child Monthly
- Paid (ie Processed) Payments only
- Total Amount including adjustments by service month and program
- Distinctive count of child of paid Payments
